Spain's €1.28B Auto 2030 Plan accelerates EV adoption and charging networks
Spain has unveiled a new national scheme to boost electric vehicle (EV) adoption, replacing the previous MOVES funding programme. The Auto 2030 Plan will channel €1.28 billion into industrial growth, charging networks, and direct purchase incentives.
Meanwhile, the European Commission is reviewing tariffs on Chinese-made EVs from Volkswagen Group after a price undertaking proposal. The move could exempt the Cupra Tavascan from additional duties of 20.7% on top of existing import taxes.
The Auto 2030 Plan shifts control of EV incentives from regional bodies to the central government. Starting 1 January 2026, buyers will receive subsidies at the point of purchase. The scheme allocates €400 million for direct car purchases, €580 million for industrial development, and €300 million to expand charging infrastructure.
The automotive sector currently supports nearly two million jobs in Spain, contributing almost 10% of the country's GDP. While exact job growth figures from the plan remain unclear, officials expect long-term benefits from increased EV production and infrastructure investment.
In a separate development, the European Commission is considering a price undertaking offer from Volkswagen Anhui and SEAT. If accepted, the Cupra Tavascan—manufactured in china—would avoid extra countervailing duties of 20.7%, in addition to the standard 10% import tariff. The Commission remains open to similar proposals from other companies facing china subsidy concerns.
Elsewhere, car-sharing service Zipcar has announced plans to exit the UK market by the end of 2025. The decision follows a formal consultation with employees. Until 31 December 2025, existing vehicles can still be booked, but no new reservations beyond that date are being accepted.
The Auto 2030 Plan will take effect in January 2026, offering financial support for EV buyers and expanding Spain's charging network. The European Commission's review of VW's proposal could set a precedent for other automakers facing tariffs on china-made vehicles.
Zipcar's UK operations will wind down by late 2025, marking the end of its services in the region. The company has paused new bookings beyond the closure date.
