Omsk Refinery appoints Kirill Morozov as new CEO amid modernization push

Kirill Morozov has taken over as CEO of the Omsk Refinery, succeeding Oleg Belyavsky. The leadership change was discussed in a recent meeting with Vitaly Khotsenko, Governor of the Omsk Region. Morozov brings a strong background in engineering and economics to his new role. Morozov joined the Omsk Refinery in 2017, initially overseeing the construction of major modernisation projects. Under his guidance, the refinery built its largest primary and deep oil processing facilities, achieving nearly 100% crude processing efficiency. He also contributed to the Biosfera biological wastewater treatment complex, a significant environmental project in the region.

From 2023, he managed industrial and environmental safety before becoming technical director in 2025. His work involved investments exceeding 500 billion rubles from Gazprom Neft to upgrade the refinery’s infrastructure.

The Omsk Refinery has long been a key partner of the regional government and a leader in technological advancement. Since 2014, it has operated a dedicated department at Omsk State Technical University, offering lectures by both academics and industry specialists. In 2024, the refinery joined the federal Professionalitet program, providing free industrial training to students with guaranteed employment at the plant. The refinery remains one of Russia’s most advanced facilities, with strong ties to local education and government. Morozov’s appointment marks a new phase for its continued modernisation and environmental initiatives. The plant’s focus on efficiency, training, and innovation is expected to strengthen under his leadership.
