New UK Coalition Aims to Revolutionize Payments for Vulnerable Users

The Centre for Finance, Innovation and Technology (CFIT) has launched its fifth national Coalition to improve payment solutions for vulnerable customers. The initiative will develop a Supported Payments framework, allowing people to manage everyday spending with guidance from a trusted third party. This builds on earlier work by Project Nemo, a grassroots movement now driving disability inclusion in financial services. The Coalition will first create a trust and consent framework alongside a proof of concept for supported payment journeys. Its initial focus is on people with learning disabilities, though the work has wider relevance, as 11 million UK adults currently assist others with digital banking. The early phase is funded by HM Treasury and aligns with the Government’s Financial Inclusion Strategy, which previously acknowledged Project Nemo’s role in highlighting barriers to everyday spending.

CFIT will bring together stakeholders to design practical, scalable solutions for inclusive payments. A workshop on 18 June 2026 will collect input for the Coalition’s delivery roadmap. This effort follows CFIT’s prior Coalitions on Open Finance, Digital Company ID, SME Access to Finance, and Open Property. The new Coalition marks the next priority for CFIT’s work. It aims to deliver safer, more accessible payment methods for those needing support. The framework and proof of concept will lay the groundwork for broader adoption across the UK.
