Cebu City Police Launch Animal Welfare Desks to Combat Abuse

Cebu City is set to strengthen animal protection with a new initiative. Every police precinct will soon have an animal welfare desk, even before the full approval of the supporting ordinance. The move aims to address growing concerns over animal abuse, particularly involving cats and dogs. The Cebu City Police Office (CCPO) is waiting for the City Council to approve the ordinance. Once passed, the CCPO will draft rules and assign personnel to the new desks. Councilor Philip Zafra has been a key advocate for this change in the city council.

The Department of Veterinary Medicine and Fisheries (DVMF) has already trained officers for the role. Two police officers per precinct have been prepared to handle animal-related complaints. These officers will enforce City Ordinance 2526, which sets penalties for animal cruelty and neglect.

The ordinance aligns with the national Animal Welfare Act. Its goal is to protect animals from harm and ensure proper care. The CCPO has expressed full support for the initiative, aiming to guide pet owners and address abuse cases effectively. Police stations in Cebu City are now ready to receive reports of animal abuse. The new desks will provide a clear point of contact for concerned citizens. The ordinance and trained personnel are expected to improve animal welfare across the city.
