Russia's New Law Grants Financial Bonuses to Career Mentors in 2025

Every year on October 7, in all subjects of the Russian Federation, the All-Russian action of trade unions takes place as part of the World Day of Action "For Decent Work!" in defense of the legal rights and interests of workers. Today, at the solemn meeting of the Republican Tripartite Commission on the Regulation of Social and Labor Relations under the chairmanship of the Deputy Chairman of the Government of the Sakha Republic (Yakutia) Georgy Stepanov, the issue of "The All-Russian Action of Trade Unions "For Decent Work!" in 2025" was discussed. This year, the All-Russian action is taking place under the slogan "For Decent Work of Mentors!", highlighting the significant role of mentors in the system of labor relations and the professional development of young workers. Mentoring is an integral part of the adaptation and professional growth of young specialists. An important step in the development of the mentoring institution was the adoption of Federal Law No. 381-FZ of November 9, 2024, which amended the Labor Code of the Russian Federation and established guarantees and allowances for mentors. The law came into force on March 1, 2025, and allowed regions and employers to establish additional payments for mentoring. At the initiative of the Federation of Trade Unions of the Sakha Republic (Yakutia), the issue of regulating mentoring and amending the provisions on remuneration was positively considered at the meeting of the Republican Tripartite Commission on the Regulation of Social and Labor Relations on March 28, 2025. In furtherance of this decision, on June 5, 2025, the Ministry of Labor and Social Development of the Sakha Republic (Yakutia) made additions to the Recommendations for the Development of Regulations on the Remuneration of Employees of Subordinate State Institutions (Order of November 9, 2017 No. 1424-OD, as amended on June 5, 2025 No. 833-od). Now, in industry regulations, conditions for the establishment of allowances for mentoring should be fixed. The allowance for mentoring is established in the following amounts: for medical workers - 15% of the salary rate; for other workers of state institutions - 10% of the salary rate. After hearing and discussing information from the Chairman of the Federation of Trade Unions of the Republic of Sakha (Yakutia), Nikolai Degtyarev, the Republican Tripartite Commission on the Regulation of Social and Labor Relations decided: to support the trade unions' action within the framework of the World Day of Action "For Decent Work!" in 2025; for all organizations in the budget sphere to adopt regulations on mentoring and include them in collective agreements; to recommend that non-budget employers adopt regulations on mentoring in the labor sphere; to recommend that social partners at the industry level include questions about mentoring in industry agreements; and for municipal formations to provide for mentoring in territorial tripartite agreements on the regulation of social and labor relations.

Also, at the meeting of the Republican Tripartite Commission, a solemn ceremony was held to honor mentors in the labor sphere who have made a significant contribution to the professional development of young workers in various sectors of the economy of the Republic of Sakha (Yakutia).

For conscientious work, high professionalism, and contribution to the social and economic development of the Republic of Sakha (Yakutia), the following experienced mentors were awarded Certificates of Appreciation from the Government of the Republic of Sakha (Yakutia) and commemorative gifts:

  • Vladimir Pavlovich Kharbin - Engineer of the Production Department of UGRS AO "Sakhatransneftegaz";
