Khabarovsk Krai's new pet registration scheme logs 1,250 animals in six months

Over 1,200 Pets Registered in Khabarovsk Krai as of March 2026

As of March 2026, some 1,250 pets have been officially registered in Russia's Khabarovsk Krai, the regional news agency Khabarovsk Krai Today reports. The mandatory pet registration system was launched in the region last autumn.

Under local regulations, all dogs must be registered, while other pets may be added to the unified database at the owner's discretion.

"Since the introduction of mandatory registration, 1,250 animals have been entered into the system—around 100 of them cats, with the rest being dogs," the Krai's veterinary authority confirmed.

A key requirement for registration is microchipping, which can be done at either public or private veterinary clinics. Once chipped, the pet's details—along with owner information—are recorded in the database free of charge at state veterinary facilities.

Authorities emphasize that registration enhances animal safety and welfare. If a dog goes missing, the microchip and database records will help reunite it with its owner more quickly. The system also aims to address the issue of stray animals.

Starting in September 2026, owners of unregistered dogs will face fines of up to 3,000 rubles, the agency warned. "There won't be targeted enforcement, but if a complaint is filed about improper animal care, inspectors will check for multiple violations—including failure to register the pet."
