Elfrather See's €45 million transformation gains momentum with key approvals
A major redevelopment project at Elfrather See in Krefeld is moving forward, aiming to transform the area into a leading regional destination for sports, leisure and recreation. With an investment exceeding €45 million, the scheme has now secured the legal and financial groundwork needed to begin construction.
The Düsseldorf District Government approved the eighth amendment to the land-use plan for the site on January 20, clearing a key hurdle. This change will take effect alongside updated zoning rules, both essential for the project's progress. Krefeld City Council had already established the legal framework by passing a bylaw resolution on July 3, 2025.
Building permits can now be processed swiftly, thanks to a project-specific development plan. Once the relevant documents are published in Krefeld's official gazette, applications for permits will open. The investor, Westsurf GmbH & Co. KG, is ready to advance as soon as approvals are granted, with a council resolution expected in the second quarter of this year.
Funding for the €45 million scheme includes two-thirds from private investors and a €15 million loan from Sparkasse Krefeld. Early work has already started, with the first public fitness parks under construction as part of the wider master plan.
The project will reshape Elfrather See into a high-profile attraction, offering new facilities for visitors and residents alike. With permits on track and financing secured, the next phases of development are set to begin in the coming months.
